Best Practice Guidelines for Using Energy Performance Contracts To Improve Government Buildings

This document is a product of IEA ECBCS Annex 46, Subtask C. The objective of Subtask C of Annex 46, Holistic Assessment Tool-Kit on Energy Efficient Retrofit Measures for Government Buildings, was to develop best practice  guidelines for innovative energy performance contracts (EPCs). Accordingly, this document analyzes the use of EPCs to implement energy efficiency upgrades in government buildings. It presents information on the methods used to put EPCs in place at government facilities, and the building systems commonly addressed. The document also provides recommendations on the conditions necessary for successful government EPC programs. These recommendations constitute the best practice guidelines based on the experiences of government EPC programs in five countries: the United States, Canada, Germany, Finland, and Denmark.
